Civil work started playing a major role for STECON during the economic downturn in 1997. During this period, the amount of industrial plant construction decreased substantially and STECON responded by switching its direction to the public sector market. This Sector, consisted mostly of construction of infrastructure projects such as highways, tollways, bridges, irrigation canals, dams, railway ,ports and underground cables . STECON has also participated in the contructions of many building projects such as government office buildings, warehouses, condominiums, shopping centers, hospitals, convention centers, exhibition halls, museums and airplane hangars.

STECON's environmental projects include raw water pipelines, water treatment plants, waste- water collection and treatment plants, and solid waste disposal plants.

At present, STECON is ranked as a class 1 qualified contractor for numerous government agencies and state enterprises.
